Abstract: The Ocean Salmon Management (OSM) unit of the Oregon Department of Fish and Wildlife (ODFW) monitors the ocean commercial troll salmon and the ocean recreational boat fisheries. The data collected and estimates generated by OSM are used to assist in the development of management strategies to effectively manage Oregon's fisheries resources, and to evaluate proposed ocean salmon fishery regulations. This report summarizes the activities during the 2000 salmon fishery (April through December) of both sections of OSM: The Commercial Troll Salmon Project (CTSP) and the Ocean Recreational Boat Survey (ORBS). Primary activities within CTSP include: Recovery of coded wire tags (CWT}, estimation of average weight of salmon by species and grade, monitoring of quota fishery landings, and estimating catch and effort by area and time. The key functions of ORBS include: Recovery of CWTs; estimating catch by species, port, area, boat type, and time; estimating numbers of fish released for key species; at sea observations of the recreational selective coho fishery; and collection of biological data from several species. OSM is permanently staffed by a project leader and an assistant project leader at Newport, and two sampling coordinators; one each at Tillamook and Charleston (currently a seasonal position). The sampling coordinators serve as liaison between seasonal field samplers, fishery participants, and program staff at Newport; deliver data and CWTs to Newport; and also provide additional sampling when needed. The Oregon Coast has twelve substantial ocean ports or access points to the ocean salmon fishery. In 2000, we sampled the commercial troll fishery at nine Oregon coastal ports, and we sampled the recreational ocean boat fishery at all twelve primary ports. To sample the 2000 fisheries, we hired 34 seasonal employees for varying lengths of time to fill twenty-five seasonal positions: two were commercial troll samplers, eight were recreational samplers, fourteen were "combination" commercial-recreational samplers, two were on board observers, and there was one biological sampling . coordinator to assist with marine finfish age structure and associated data collection. We also had one employee who worked approximately 20% of the time sampling the recreational fishery and 80% of the time processing data (Appendix Table 1 ), and one employee to assist and supervise biological data collection from marine finfish. In addition, some samplers were shifted to temporary duties in other ports to cover special sampling needs.
