- Abstract: The Ocean Salmon Management Program is responsible for obtaining fishery and biological data from the commercial and sport ocean salmon fisheries, analyzing the data and recommending appropriate management regulations for these fisheries. Management regulations are designed to achieve the optimum sustained use of the salmon resources. Activities pursued during FY 1983 included the sampling and analyses of data on catch and fishing effort, chinook age composition, mark recoveries and coded wire tags. We also did a short-term study on fecundity to determine if hatcheries and natural stocks could expect fewer eggs per female salmon because of the small size of the fish this year. Because of the small size of the fish we also investigated the length-weight relationship this year and compared it to data collected in earlier years. Both of these latter studies were hampered by the lack of available fish. Other short-term work was done on the evaluation of a troll season extension for chinook salmon off southern Oregon, and the collection of random coho scales for a Research Section scale study to separate hatchery and wild coho. We started a key buyer calling program this year to keep a daily estimate of the troll coho landings. The key buyers represented about 80% of the total state landings. The sampling program for the ocean salmon fisheries is supervised by a program leader and 2 project leaders, one each for the troll and recreational fisheries. We sampled at 11 major ports along the coast utilizing troll and recreational samplers. The sampling program for 1983 was upgraded by adding a third crew chief, stationed on the central coast. The north and the south coast crew chiefs brought the survey data and coded wire tag snouts to Newport each week. All three crew chiefs acted as liaison between samplers and the project leaders in Newport and also helped sample whenever necessary. Three seasonal employees also helped permanent staff to edit, keypunch and computer process the sampled data. Funding of the ocean sampling program came from three sources: (1) Anadromous Fisheries Act 89-304 (Project Number AFC-93-3), (2) Anadromous Fisheries Act 89-304 (Project Number AFC-121-1) and (3) Bonneville Power Administration - Pacific Marine Fisheries Commission (Contract Number 83-0011). The 1983 season was influenced greatly by a phenomenon called El Nino. This phenomenon resulted in the influx of warm water off the coast and caused many problems in the salmon fishery. Fishermen did not find salmon in the normal and customary areas because the fish moved into areas which contained cooler water. Periods of good upwelling were absent during the summer, resulting in poor feeding conditions and very small fish. El Nino also had an adverse effect upon the survival of the fish as indicated by poor hatchery returns.
