Abstract: This file is the result of completing a kernel density estimation (KDE) process using the 2000-2015 average of the maximum male attendance at each complex (complex = 2 or more leks within 1 mile of each other) or individual leks (not part of a complex) within the entire range of sage-grouse in Oregon. The KDE tool in ArcMap was used with a search radius of 4 miles because >80% of sage-grouse hens in Oregon are known to nest within 4 miles of a lek (ODFW 2009). The resulting KDE map was clipped to the PAC boundaries. The KDE values were classified into 4 equal quantiles with only the quantile representing the top 25% of the values defined as "areas of population richness". The resulting raster file had a resolution of 30 m pixels and was converted to this polygon shapefile. The resulting map in essence represents the most population rich areas (top 25%) in terms of how lek complexes are geospatially oriented (e.g. complexes/leks located within close proximity to each other are richer population areas), as well as the complexes/leks have high male attendance.

Purpose: The purpose of these data is to identify breeding and nesting areas within Priority Areas for Conservation (PACs; equivalent to Core Areas) that support the 75th percentile of breeding bird densities (i.e. the top 25%). These resulting "Areas of Population Richness" are areas in which development will be required to minimize impacts (avoid) and have a greater compensatory mitigation requirement (if avoidance is not achieved) per Oregon Administrative Rules 660-023-0115 (DLCD) and 635-140-0025 (ODFW), effective August 2015.
