- Abstract: Harney and Malheur Counties are Oregon's two largest counties. They cover the entire southeast corner of the state. Topography is diversified in a minor sense of the word. The entire area is dry, but the northern part of Harney County receives adequate rainfall to support a pine forest. Southern Harney County and most of Malheur County are arid and only support juniper and sagebrush. Since this area is so dry there has been considerable effort during past years to establish reservoirs for irrigation storage. For this reason, over 90% of the lakes in these counties are man made reservoirs. For this reason, over 90% of the lakes in these counties are man made reservoirs. In some instances, the establishment of a fishery is difficult because of annual irrigation drawdown. So, it is recommended that minimum pools be established on reservoirs of this type. The fishery in most of these lakes is for trout. The rich composition of the land makes rich reservoirs that grow trout and warm-water game fish at a fantastic rate. This report details a plan that we hope can be followed to solve access problems and provide additional recreational waters in Harney and Malheur Counties.
