- Abstract: Most of us agree we have a "coho problem." Generally stated, the problem is that our coho salmon populations have slumped to the level we had almost 20 years ago after an apparently successful hatchery program had increased them to a record high in 1976. There is no simple explanation for, or solution to, the coho production problem. If we want to obtain a permanent increase in coho abundance, we must develop an organized and well-founded-program to lead us there. That is why we need a plan. A plan is like a map-it shows us how to get from one place to another. We are at a point of low coho abundance, and we want to get back to the level of abundance we enjoyed in the early 1970's. Production is not Oregon's only coho problem. There are many other issues dealing with allocation, harvest, stocks, surplus fish, escapements, habitat, etc. (see lA). Most of these are interrelated, and many are a part of the coho production problem. Although these are all important considerations in the development of Oregon's coho management plan, the coho production problem has been emphasized.
