The Fish Habitat Distribution (FHD) Data Change Request (DCR) application enables FHD stakeholders to submit proposed changes to FHD data to improve upon its accuracy and completeness. It also facilitates, to a limited degree, the process of reviewing and approving / rejecting proposed changes. It tracks change requests through their complete life cycle and makes them available to those who create them or those who need to approve them.
The FHD DCR application collects the information needed for implementing updates to existing data for fish habitat distribution. Change requests are limited to one species / run & location at a time. Updates include additions, deletions or modifications to existing attributes. Batch requests based on empirical or modeled data will be handled directly by the FHD Data Steward, outside of the application.
The FHD Data Standard and FHD Stewardship Plan, provide the background information and the steps required to implement a change to the FHD data. The left side of the form includes the required input elements and the right side includes the optional input elements. Lastly, a request type must be selected before submitting the form for consideration.
The initial version of the DCR application does not contain a map component, however it does link to existing map applications for the purpose of identifying coordinate locations. Those permitted to request changes include anyone with information that supports a change to the FHD data, including ODFW biologists, other state or federal agency fisheries biologists, as well as non-agency biologists and non-biologists. Requests must meet minimum requirements for location and descriptive information.
To use the application, users must first request an account from the FHD Data Steward. Once an account is obtained and users login to the application, they can proceed through the data change request process. The application facilitates the self-identification of users as a Group 1 or Group 2 Data Provider. Contingent upon the data provider group, the basis for the proposed change and the data category, different workflows are required for review and approval of the proposed change. In general, Group 1 Data Providers have the authority to complete a data change request on their own (except when Basis = Concurrence of Opinion). Group 2 Data Providers must obtain a Group 1 Data Provider to sponsor their requested change. Once contacted for request “sponsorship”, a Group 1 Data Provider has 30 days to respond. Otherwise, the FHD Data Steward will be notified to intervene. Group 1 Data providers review requests from Group 2 Data Providers and either approve the request, ask for additional information or deny the request. When a request has insufficient information, the application will notify the originator that they have the opportunity to complete it within a specified timeframe.
